The forum dynamics and conversation is driven by tagging, so there seems to be no need to make a lot of sub-categories and sub-folders to separate different topics. Rather take it from the tag cloud instead of the constant taxonomization to structure through hierarchy by folders. Does it work? Testing, testing.
